Import human-centric slimmed versions of CL into HCAO #80

This is a placeholder to be reminded of those tasks, which are dependent on work to be carried out in other ontologies (see e.g. https://github.com/obophenotype/uberon/issues/1824).

Notes for self: this ticket and this ticket could be references, and this more recent one, and there's a whole GitHub project board on improving taxon constraints here.

The updated strategy will be to import a slimmed-down version of CL derived from euarchontoglires-basic.owl (see #84 ), when available.

Update: we're working to implement the Uberon slim soon, and we'll address the CL slim when that's done.

Update: a Uberon slim for Euarchontoglires (rodents, primates and rabbits) is now ready, but still under improvement. The CL slim will depend on the Uberon one. Further update (15/3/22): this depends on #84 . I'll remove my assignment for now. (Also, a reminder that at the moment HCAO is importing the whole of CL, so there's no danger of HCAO missing any potentially useful CL term. And CL is not huge, so its full import is not an issue, memory or space-wise.)
