ModifyGtf doesn't seem to cache, find out if its reproducible and if it can be fixed

Why?

Optimus ModifyGTF does not cache properly. We want to fix this because it really slows down the PR tests.

Where do I start?

This problem exists in the optimus PR test so its easy to reproduce

Download skylab
Trigger the tests by running test/trigger_test.sh optimus
Confirm that the modifyGTF step results are retrieved from cache
