Cut release of Optimus with 10X V3 support

Our last release (v1.3.6) was in September and did not contain the code for 10X V3 support. Now that that pipeline has been approved as HCA standard, let’s cut v1.4.0, including filling in release notes on what has changed, updating documentation if necessary. Sync with [~accountid:5d8a57f06c173a0d56fa1d58] If you need help. I think all of the changes to the inputs (the parameter that specifies v2 or v3) have already been added to the documentation, so we probably just have to update the version number and the version tracking table.

AC:

• Documentation is up to date
• Release of Optimus_v1.4.0 is available in github
• Pipeline has the version number updated in the wdl.

I could download both the tar.gz, the zip and git clone the specific release (verified by the hash).
