Purpose

This is an PR for merging the snRNA-seq version of Optimus into the master branch
It should not be merged until all the changes required for the snRNA-seq MVP have been made
The majority of the tests have been temporarily disabled for faster iteration, they should be re-enabled and confirmed to pass before merging
