What's New

fix test & ci make targets
improve seed_post_db.py script for better interactivity
provide small self-contained test dataset to be used with a test database for pytest tests only
rewrite ci.sh script to seed both the sample db and (pytest) test db
update pytest tests to use test db via monkeypatching
update documentation to reflect the above changes + move to poetry
