create a standard user account for the deployment
create a new Vagrant instance (hashicorp/precise64) for the static files and backend
standardize wsgi and mod_proxy installs

Some of this work is done in https://github.com/jwalsh/gamr-system but would need to be updated to reflect the updates on the staging environment.
