Decouple the project from Virtualenv #29

User should be able to completely remove a virtualenv (or switch to another one) completely separate from their django project.

This is assigned to qyn6, but isn't as high priority as the other issues assigned to her. If she doesn't get to it this week, I or she will do it later on.
