Organize CPCat DataGroups #1134

Some of the datagroups under the CPCat source are names as combined lists of different data sources, which can be confusing for users. These groups could be better represented in Factotum by separating out the sources into different datagroups, or moving documents to combine with existing datagroups.

Ex. PA, USITC, WADA, WA, WHO. https://ccte-factotum.epa.gov/datagroup/212/ These documents have already been moved to better representative datasources/groups. i.e., WHO documents moved here -> https://ccte-factotum.epa.gov/datasource/45/

For this ticket, Review datagroups within CPCat, and determine if the documents within can be moved to a more appropriate datagroup, or if the datagroup can be renamed to a more simple/accurate name.

Some potential groups to review: Australia, EU orphan drugs, EU com reg 1451, NPS Flavornet, GADSL, IL, MN, NIOSH, Netherlands NPIC, NRC, NY, PA, USITC, WADA, WA, WHO UK & UN
