To address this, look through the Special Chem documents for errors in the document name, such as missing info or repeated text.
I would suggest doing a database query to see all of the document titles at once.

Some of the document titles are inaccurate, and need to be fixed manually.
Some documents are missing the full document title. Ex. https://ccte-factotum.epa.gov/datadocument/1631571/ Shows the title as '1' but the title for the substance is '1,6-Hexanediol'.
Some documents have the substance name repeated in the document title. Ex. https://ccte-factotum.epa.gov/datadocument/1629337/ Has the substance '10 WOLLASTOCOAT 10 WOLLASTOCOAT' repeated in the title.
