Fix and Clean Composition data for Skin Deep Groups

Skin Deep QA https://ccte-factotum.epa.gov/datadocument/1467795/ During QA, composition percentages were changed to say ‘weight fraction’ in raw composition. Need to be manually fixed to percentages before cleaning.
