fix: Key error 'x' when export pascal VOC #245

When selecting Pascal VOC export, some of RLE format intermediate annotations would appear in the rectangle group, which would lead to key error 'x'. Even though jump over these RLE annotations, our Rectangle annotations is complete. Jumping over such intermediate annotations could fix it.

After careful consideration, we’ve determined that this is more of an improvement than a critical bug. Additionally, it seems to be an outdated request and hasn’t garnered much interest from the community. For these reasons, we will be closing this issue. We will continue developing the converter library as a part of Label Studio SDK.

We will address this issue to another mechanics of validation for labeling config during the export.
