We decide to use ros noetic because we don't have enough knowledge to use microros

We could not install ros container because there was no space left on the device. Possible solution: https://forums.developer.nvidia.com/t/increase-storage-space-of-jetson-tx2-dev-kit-using-sd-card/76872
