Include EGL on linux #9

Adds skia_use_egl=true to arguments for linux. This will let wayland instance LayerGLSkija in JWM.

This is no longer a draft - EGL is functioning in JWM, thus this can be merged.

Is replacing gcc-9 with gcc crucial for your PR? I’d rather not touch it without it being really necessary

No, that was just to get it to run locally. It's ok to remove that.
