backport JEI supports to 1.16 Forge #6

Summary

This PR adds supports for JEI events in 1.16 Forge. There's no Fabric version of JEI in 1.16, so they are not supported, obviously.

Thanks to well-organized commit history, this is basically a copy of this commit

Testing

I've tested my own build, and I can confirm that the events are fired normally image and they are successfully recognized by my exporting tools
