Add functions for relative-copy-number based signature modelling and generation #51

Extracted updates relevant to relative CN-Signatures modelling and creation. This second PR sourcing from the overloaded nirupama_mods_integration branch pertains to relative CN-Signatures code and documentation (additions from Jacky and Maxwell).

These two separate PRs will make the git history much much cleaner than had we merged nirupama_mods_integration directly with main.

It looks like these commits may have already been added in the other PR + merge: 973de80 6e4248d

It's strange, da60703 and before are all the same commits that are already in main. But, in my branch I don't have duplicates. Those 6 just somehow all got new IDs.

Ah shoot I must have extended my rebase further than needed and modified the timestamps of those existing commits. Silly mistake. I'll fix. Good catch! Time to go cherry-picking once again...
