I think the best interface for this would be to have a new user preference, to choose between displaying the purge link as either a navigation action, a UTC clock, or not displayed. (It'd default to not displayed.)
This I think would render #15 moot, as there's no point in making it available as a gadget if its already able to be turned on and off in the preferences form.
The UTC clock option would need a sensible no-JS fallback — perhaps just display 'Purge' in that spot?
Another common form of purge link is the UTC clock in the "personal tools" menu, as seen on Wikimedia sites: https://www.mediawiki.org/w/index.php?title=MediaWiki:Gadget-UTCLiveClock.js
Would this be something that this extension would like to handle? It could either be a site-wide config variable, or a per-user preference, or a gadget (see also #15).
