Internal: Deploy always running "demo" network #74

@heikoheiko wants to have an always running demo network that people can access for testing purposes.

For this to work we need to verify that nodes not in the validators list can still participate in the consensus algorithm.

13 (non validating in the sense of not participating in the consensus protocol, still validating all txs as well as the consensus protocol)
