Tool tiers get jumbled randomly on restart or recompile #6

Hey, I wanted to ask about this in case I'm doing something wrong.

I've made a few Mithril pickaxes using this mod (both pick modules being Mithril) and they always come out with a mining tier of 1 meaning I can't mine the next materials up. Am I doing something wrong or is this a bug. It is one a server with a lot of mods so I wouldn't be surprised if it's some sort of conflict issue tbh, but I wanted to check in case I'm just missing something. Thanks!

Issue was caused with the Tetra maxed forge hammer tier, fixed the issue by pushing mithril to be above that.
