Welcome email for new users and groups

Do we have copy for this?

Technical implementation is roughly:

• Add Queue.classMethod('Email', 'sendUserWelcome', ...) to the createUser and createGroup processes
• Either re-use existing mail templates or create specific ones

Anything else?
