Get "allow community invites" to actually work as a feature #564

Right now you can turn on the ability for anyone to invite people to a community in the community settings but there isn't actually an UI to allow non-moderators to send invites

Commenting on this to underscore the importance - can we work on this soon? The feature should work like this:

Admin setting to allow community members to invite others
MVP: If allowed, community members can view the invite link and copy it
Stretch: Members also get to access the email invite functionality
Nice to Have: Email invite text saves so mods can reuse it later
