Finish GDPR cookie notice

We have the UI asking for consent to track, but we need to store consent in the database now:

• [ ] make cookies banner more obvious and in your face
• [ ] have two options, accept or reject
• [ ] Store their choice in the session and remember it
• [ ] Don't load third party cookies (Mixpanel, optimizely...) unless/until they Accept
• [ ] When they sign up, remember choice in the user database
• [ ] Add settings page to turn on/off consent to "non-essential" cookies
• [ ] Can we still use Intercom or not? Can we still use Rollerbar?
• [ ] Add more info about the specific cookies we use to privacy policy

This means people need a way to delete their account and have all their data scrubbed from our db
