Permanent base IRI for the HyperAgents ontologies #69

Back in Nov. 2021, we postponed choosing a permanent base IRI for the HyperAgents ontologies until the first release.

Choice criteria:

Two standard proposals that satisfy both criteria — and were also brought into discussion by @maximelefrancois86 in the last meeting:

I do not have a strong preference between these 2 options. I would go with PURL because under the Internet Archive it seems to have stronger support for the very long term.

@FabienGandon @oboissier @smnmyr @maximelefrancois86 what are your thoughts? Any other criteria to add to the list?

* W3ID ( [ https://w3id.org/ | https://w3id.org/ ] ); managed by the [ https://www.w3.org/community/perma-id/ | W3C Permanent Identifier Community Group ] ; several companies have pledged responsibility for maintaining the service, the list is on [ https://w3id.org/ | https://w3id.org/ ]

Same for me, it should be either of these two. With IA support and its 20+ yr history and with one of the backing companies of w3id currently down itself, I'm leaning towards purl. But not strongly.

I've created PR #78 for this issue with a PURL for the base IRI of the core vocab. cc @FabienGandon @maximelefrancois86 @DrLeturc

Side note: unless I'm missing something, it seems one person cannot request multiple reviewers on a PR in a private repository under a free GitHub organization — but I can add myself as a reviewer to any PR. So please review the PR #78.
