This would imply to create a new label "motivating scenario" to make a relevant filter, "valid" / "invalid" to say if it is accepted or not and the milestones refer to the motivating scenario that are covered by the corresponding version.
The advantages are :
it is easier for the community to propose new motivating scenarios
it is easier to complete or discussing about a new motivating scenario
it is easier to refer to the motivating scenario in the ontology
it is quicker/more efficient to integrate it in the current progress (no need of PR)
it is easier to find the features covered by a version of the ontology
