Change base IRI to a PURL IRI [close #69] #78

Update the base IRI for the core vocab to: https://purl.org/hmas/core

@maximelefrancois86 the default prefix # did not change from the previous version, so the current definition includes:

Does this address the question?

You are right. We just need to be careful when using relative URIs: for example <Hello> would be resolved to <https://purl.org/hmas/coreHello>.

So always use a hash at the beginning of a relative URI in this document.
