The current version of the core ontology (v1) has a broad definition for signifier (example questions left open: what would not be "structured data" if it not in RDF? It isn't obvious what could not "support" the use of a resource?)
An initial proposal was to use Web annotations. It would help refine the definition if the examples given in the definition (creator, salience) were expanded as Web annotations, with a clear mention of hmas:Signifier.
