The seagull needs to be able to walk, fly, and float on water. It also has to be able to decide when to use each form of movement. We should probably discuss how we're going to implement the AI (goals vs brains and behavior trees).

Seagull will use the Brain system with SmartBrainLib
Seagull will only fly and float.
Swimming should be a random, cute thing.
