[Feature Request]: Enhanced Experience Protocol #1

Implement Enhanced Experience Protocol and remove old legacy Windlight features.

Note: Secondlife now has had Enhanced Experience Protocol for a while, and all current viewers are supporting it. It would be wise to implement support for EEP and drop support and deprecate the old legacy Windlight features and remove those from the platform code altogether.
