The label naming strategy takes a random language if no non-tagged label is available.

the Jason parser doesn't support UTF characters either; should be sanitized.

addressed by 9c8e12c8bbeb3fbd50bf855ab3c32e91d631aa2a (en tag chosen if present, untagged otherwise; non-ASCII characters replaced by _).
