Add explanations of values to scorecard tooltips

In the scorecard tooltips --

we need to also add the explanations from the map legend --

so users can interpret the figures in this context. So the info in the tooltip should be:

1. Definition
2. Explanation of the values (new addition to tooltip)
3. Source

Just need to do this in the scorecard context.
