Scorecard obscured by header in certain conditions

To reproduce:

• Reduce browser height to < ~780px
• Enter Scorecard mode
• Click "peer cities" or probably any jump-link on the left menu

The top of the scorecard will jump up under the header and get stuck that way. This may be due to our extending the left menu down farther with the addition of the peer cities menu link.
