create premium access level
brief writeup answering the client question: "Also, can we discuss briefly how we are integrating and handling access to tracts. I am assuming we are just replacing the current version with the new one and that access will be dependent on code and you're setting that up. But please let me know if I am mistaken or if I should be aware of anything else."

@achlong I created a "Premium Plus" product in stripe. I can update the tracts feature branch to block tracts when the user doesn't have that role whenever they are ready for that to happen. It's a simple toggle.

They will also need to redeploy the spi-auth package so that the user can view the map with the "Premium Plus" subscription
