starts Webportal always #32

Does also start the webportal if wifi is already configured this makes it easier to change settings if needed

I just tried this PR. I like it. I couldn't compile with WiFiManager 0.15.0 I managed to compile with WiFiManager 2.0.5-beta You might want to update the readme in this PR
