If there are no project approval roles we skip the project approval.
But if a Hypha install have used project approval and there are projects in the system that are waiting for approval we need to handle them when the roles are removed.
Some options:
[ ] When a role is removed we check if it is in active use and give an error explaning this. A link to the project(s) in question and instructions to disable the approval roles.
[ ] The above but we allow staff to click a button to clear the roles from all active projects.
[ ] Silently ignore the approval step for projects in approval if the roles are removed. Above option are better I think.
