If an organisation is handling contract signing in an external system we should provide a way to skip the approval process in Hypha.
When staff/contracting first upload a contract we add a "Signed" checkbox. Checking this indicate that the contract is signed by all parties and no more approvals are needed.
No notification should be sent to applicant about the contract, we assume that is handled in the external system.
The project should then show a "Continue to next status" button just as we do when to approval roles are configured. Cicking that will move the project to "Invoice and reporting".
