Update the flagging feature to use htmx

• Update the flagging design slightly (see screenshots)
• Update jquery js to vanilla, for showing if a submission is flagged in the table row.
• Reuse the submission list view to display user flags and staff flag pages

Test Steps

• [ ] loggin as staff, visit a submission, try flagging as user and as staff
  • [ ] From the nav bar, visit the "staff flagged" and check that staff flagged submissions get listed.
  • [ ] Login as reviewer, try flagging a submission, goto dashboard and see that flagged submission are visible

Removed more code.

In the dashboard, if "My flagged submission" has "display more", it will now point to the list view of submission all with a query ?query=flagged:@me added to it.
