Update deploy workflow to use environments #140

We only need one deployment workflow. Delete the beta deployment workflow and update the production workflow to use github environments.

@sblack-usu and @pkdash - The next planned release of the I-GUIDE Platform is targeted for end of July 2024. Is this something we can sort out for a Catalog release at that time since we will need to do a deployment?
