Updating master to the latest version of production ready OpenELIS. Previous master branch state moved to 2.7

Hey @mozzy11 and @caseyi, just making a few changes to the git repo to align with versioning. Moved the old master into a 2.7 branch, moved the develop branch into master as the new 2.8/3.0 currently supported version, and put new changes into develop as the new 3.1 version in development. Let me know if this all jives with your thoughts on where the cutaways between versions happen.

Yes please! I've been dropping the installers in the 3.1 folder on dropbox and it would be great for the tags to line up!
