You are using a custom GTK theme. Only the elementary theme will be changed.
Apparently Tweaks only checks the used theme once when Switchboard is started, so when you change the theme inside of Tweaks to elementary the bar will not disappear / when you change it to a custom theme the bar will not appear as expected. You first have to close and restart Switchboard.
