Remove home/download page and set webtools as new home

The old home has been removed and /webtools is the new home.
All code related to the download form has been removed.

Hi @adrianq , we deployed the new version of the webtools still with the Scipion home page and downloads section (removed in this PR)....could you resolve the conflicts to have it ready for the moment we have scipion home and downloads up and running in the other app.

Hi Pablo, I am on hols at the moment but I passed it over to @tokland and he will have a look at it.
