Implemented:

Support for TCF v2.2
TCF special policy exception handling for Legitimate Interest purpose 1, 3 - 6
TCF special policy exception handling for timestamp sync
Fixed and updated tests
Added new test for special purpose handling
added CONTRIBUTION.md

All tests pass.
