Paper needs to be recompiled when assigned to a new issue #54

The volume number and issue number are baked into the PDF at compile time, so if a paper is reassigned to another issue, it needs to be recompiled. This is a sub-issue of #28 which tracks how papers are matched to issues and volumes.
