unable to recompile when issue changes if using lualatex #68

Paper cc1-1-61 was moved from issue 1 to issue 2, and this requires the paper to be recompiled so that the header will show the correct issue number. Unfortunately it failed to compile and the reason was because it had a bare ampersand & in the crossmark URL. The error for this was

(Runaway argument?
https://crossmark.crossref.org/dialog/?doi=10.62056/andkp2fgx\unskip \ETC.
! Forbidden control sequence found while scanning use of \href@split.
<inserted text>
\par

Moreover, when I fixed this and recompiled it, I found that there was a missing reference in this one EPRINT:NguPoiSch24. I think the author added back some references that were removed before, but the recompile apparently did not run bibtex again. This is unacceptable and I will investigate further.

The missing reference issue was split off into #69

The problem was unrelated to lualatex - the problem was an unescaped backslash in main.iacrmetadata.
