Need better slide tracking on HotCRP #221

Papers will need persistent IDs (before DOIs or talkIds exist) from HotCRP so we can match them up to the slides when authors submit those later.

Better to rely upon the paperId field to match slides right before the conference. The slides are usually only valid right before the presentation anyway.
