Update Makefile #502

Small cleanup of makefile. Force compatible pip version, remove unneeded ffmpeg declarations.

It's not needed alongside ffmpeg-python no, and ffmpeg-python is installed in the requirements.txt.

Edit: Actually, unsure about that now. I'll update to leave FFMPEG in to be safe.
