Update REMIND 3.1 region definitions to iso3-codes-attribute #12

This PR fixes a half-baked attribute-renaming in #4 and fixes the ISO3 code in the definitions.

The Netherlands Antilles was divided into Bonaire, Saint Eustatius and Saba (BQ, BES, 535), Curaçao (CW, CUW, 531) and Sint Maarten (Dutch part) (SX, SXM, 534). https://www.iso.org/obp/ui/#iso:code:3166:AN

=> Remove ANT from region-definitions and add BES, CUW, SXM instead
