Basic tests should be able to reproduce harmonized and downscaled output for a single scenario

• requiring that tests have access to an existing set of expected outputs
• requiring that tests have access to all data needed to regenerate those outputs

In addition, we should develop tests against a suite of gridded files, which will require tests have access to a (sub)set of such files
