Add OAE proxy #37

  1. Gridding using a uniform ocean mask (together with EEZ based country masks) leads to uniform depositing within each countries EEZ. Implemented within #35 (https://github.com/IAMconsortium/concordia/pull/35/commits/02e955c7964f1b4409850ac75ee579fab54d2200 especially).
