Initial Harmonization #756

Some general observations about initial harmonization results:

  1. NH3 results are strongly off across the board (need to check historical data)
  2. VOC industry should be investigated
  3. There seems to be overuse of the CoV approach, we can consider changing this since it was mean for LULUCF (note this leads to some cases where aerosols can go negative)
  4. Consider overrides for CH4 in energy and RCO
