C32a: It is recommended to enforce a password before allowing the user to start the database server

Here are the point that were done :

• adding a property in the database.properties file to enforce a password before allowing the user to start the database server. The database won't start until a password is define using the menu Management -> user manager -> Database password
• The new file database.properties is stored in the .CanRegServer folder
• The file contains key value properties like this : <entry key="TRN">true</entry>
