Header links on the tool #144

I'm not sure the header links on the site are all that good.

Version 2.1 looks like a link but isn't What's new takes you off site immediately onto a github readme page Source Code and User guide also take you off site (with no obvious ways back) Feedback is ok

Suggest: Source code goes into a footer What's new could be 'brought into the site' could it? Use the grey header area for announcements, not links.

Is feedback actually feedback? On click it opens a window that says 'How can we help you' - to be consistent with other IATI sites it would use a 'support' tab on the right of the screen (see iatistandard.org)

All links to external sites open in new windows/tabs. That's not actually true atm, because User Guide doesn't - but that's a bug, and I'll fix that now. [exit: fixed https://github.com/IATI/CSV2IATI/commit/d7dbf1b3d16c32889e4a97ea36250de4d6849626]

The reason I scrapped the footer, is that I had difficulty making the left and right hand side panels in the modeleditor behave how i wanted them to when a footer was present.

The lack of much right hand side margin, and the way the panels scroll makes a right hand Support tab look bad on the model editor. @stevieflow suggested that the wording be 'Feedback'.
